| Housing
and Community Development Advisory Committee (HCDAC) - advises
County staff on unincorporated area matters as well as on matters which
relate to the entire Urban County. These include the Urban County
Citizen Participation Plan, HOME
Consortium Consolidated or Action Plan, Annual Performance Report Consolidated
Annual Performance and Evaluation Report (CAPER), Housing Rehabilitation
Program Policies, Housing Rehabilitation Marketing Strategy, Housing Counseling
and Independent Audits.
In addition, at least one public hearing will be held annually before the HCDAC prior the publication of the draft Consolidated or Action Plan to allow citizen review and comment on housing and community development needs and development of proposed activities. The HCDAC is appointed by the Board of Supervisors and represents a cross-section of the population including low and moderate income persons and minorities. One public hearing is held annually before this Committee to allow citizen review and comment on annual program performance. Alameda
