Canadian Federal House of Commons
requires 14,000 government 
workers to cease strike
On March 24, 1999 the Canadian Federal House of Commons voted 155-68 on a
 bill which requires 14,000 government workers to cease strike activity and
 return to work. The action is clearly contrary to Canada's obligations as
 a member of the International Labour Organization.

 This past summer the Canadian delegation to the ILO gave its full support
 to that organization's Declaration of Fundamental Principles and Rights at
 Work. The Declaration clearly and explicitly requires all member nations
 to "respect, promote and realize in good faith" core labour rights as
 human rights including "freedom of association and the effective
 recognition of the right to collective bargaining." 

 Over the years the ILO's Freedom of Association Committee has developed a
 jurisprudence which explicates the practical meaning of those rights. It
 has found several times in recent years that Canada has violated its
 international obligations to human rights in employment. Overriding
 collective bargaining by ordering workers on strike back to work and by
 legislatively specifying terms and conditions of employment is not a legal
 and legitimate activity by member nations of the ILO.

 According to the international consensus a violation against freedom of
 association and the right to bargain collectively is equivalent to racism,
 sexism, child exploitation and forced labour. At a time when Canada is
 putting itself forward as a champion of human rights elsewhere in the
 world this action is a gross act of hypocrisy. Please consider registering

Support Needed for Workers
in Vancouver, B.C.
Dear Flipside,
             My name is Gordon Flett and I am a member of Local 2000 of
the Communications, Energy and Paperworkers Union in Vancouver, B.C. The
B.C. Projectionists (IATSE Local 348) have been locked out since Dec.
05/98 for refusing to take 20% wage cuts in the next 3 years plus agree
to other concessions that would effectively gut the Union. There are
only 62 of them in the province and it is impossible for them to form
effective picket lines so we have been picketing with them at 2 theaters
in Surrey since Jan. 05. We found out about the dispute after reading a
pro-theater company article in one of our company's (Pacific Press)
right-wing newspapers. We know that our own reporters for the Vancouver
Sun and Province are not allowed to write anything but pro-employer
articles about this dispute. There is also a right-wing media blackout
of their rallies as the companies want nobody to know what is really
going on.  Viacom(Famous Players) made $13.2 billion in profit last year
and Sony (Cineplex Odeon) made $51.2 billion so money is no object in
starving this small group of people out. The attitude of people crossing
the picket lines is disgusting as they actually laugh at the
projectionists when they mention that their families are suffering. The
right-wing media has people brainwashed into thinking that Union people
make too much money anyway and do little to earn it and so they are only
getting what is coming to them. I recently sent out a letter to all the
Unions in B.C. asking them to do what we are doing (adopt-a theater or
theaters) and we are hoping to get some positive response. For further
