Dear Mr. Hoo:

I am writing to request the reason for the denial of my Workers' Compensation Writ of Review, which was issued by the Court of Appeals on May 1, 1998.

It is my understanding that the court does not have to give a reason for denial. Would you be kind enough to cite the law, regulation, policy or statute that allows the court to make a decision of denial and keep the reason secret. Please explain the legal theory of how keeping the reason secret benefits the Citizens of the State of California and myself? Is this a flaw in the law? What must I do to initiate the appropriate changes? Does this require legislative remedy?

This situation has now forced me to file a Petition for Review with the Supreme Court of the State of California. I must do so without the benefit of the knowledge of why my Writ of Review was denied.

Your continuing assistance, regarding this serious matter, is sincerely appreciated.
